The Alvin W. Penn Racial Profiling Prohibition Act of 1999 prohibits law enforcement in Connecticut from stopping, detaining, or searching any motorist solely based on race, color, ethnicity, age, gender, or sexual orientation. Still, some traffic stops today continue to raise concerns about bias.
